Brian Jiang

Jiang Baigeng

Lawyer Jiang Baigeng, Doctor of Law.

Registered at the Federal Court of the United States. He is licensed as a lawyer in California, New York, Pennsylvania, and Washington, DC.

Admitted to the Department of Foreign Languages of Beijing Normal University in 1977;

He went to the United States in 1980 and obtained a Doctor of Laws in 1987.

Lawyer Jiang has practiced for 30 years. We have handled green cards for thousands of immigrants and successfully handled hundreds of difficult visas. Lawyer Jiang's clients are all over the United States, China, Hong Kong and Taiwan, as far as Europe and South Africa.


Attorney Jiang enjoys a very high reputation in the United States. CCTV International Channel, "World Journal", "Sing Tao Daily", "San Francisco Times" and other mainstream media have reported on Mr. Jiang.


Attorney Jiang pioneered the US EB-1 immigration model that first succeeded and paid later, and the fee was charged only after the approval of the US Immigration Service. Solve the applicant's worries.

Sea Chen

Sea is a bilingual litigator with experiences litigating complex commercial cases, including contract, fraud, fiduciary duties, corporate governance and securities law. Sea has studied and worked in US and China, such background allows her to litigate complicated cases internationally. Sea has represented both plaintiffs and defendants, which gives her a unique ability to anticipate strategies and techniques used by opposing counsel. Representing plaintiffs, she has obtained injunction orders to freeze defendants’ assets and thus prevents defendants’ further misappropriations. She has also coordinated counsel in other jurisdictions such as UK, Hong Kong and Macau to successfully obtain ancillary reliefs based on a main proceeding filed in the US. Representing defendants, she has obtained settlements before the plaintiffs ever filed a lawsuit, dismissals with prejudice at the pleading stage, and summary judgment disposing of the claims.

Sea is currently in charge of Cai Lawyer’s Beijing and New York office.


Representative matters:

  • Represented a listed Chinese company in a fraud and breach of fiduciary duty case, sought over $400 million damages, and obtained injunctive relieves before trial.  

  • Advised a Chinese businessman in tax fraud litigation against a director of CEO of a Chinese state-owned company in the US Federal Court

  • Won a settlement of $12 million fraud case, and successfully defended plaintiffs’ false claim on fraud and misrepresentation.

  • Obtained a favorable settlement for internationally-recognized real estate company for forgery accounting reports.

  • Advised a listed electronic company on contractual and copyright issues.

  • Advised individual clients on immigration hearing matters.

Michelle Zhang 


Attorney Zhang graduated from the University of Southern California with a Master of Laws degree. She has successfully helped various multinational companies, SMEs and individuals from China, Taiwan, Vietnam, South Korea, Japan, Australia and the United Kingdom. Attorney Zhang specializes in EB-1A, EB-1B, L-1 and EB-1C,  NIW, PERM, H-1B, O-1, E-1/E2. Attorney Zhang also has extensive experience in immigration court appearances. 

Frank Hwu (合作律师)

Frank Hwu earned his undergraduate degree from the University of California Los Angeles in Psychology, graduating in 2002 magna cum laude.  While at UCLA, Frank was a candidate for the UC Regents Scholarship and repeatedly made the Dean’s list.  He also was a member of Psi Chi, UCLA’s honors society in psychology.

After UCLA, Frank worked at the Department of Justice until deciding to go to law school.  In 2006, he attended UC Hastings College of the Law, where he graduated with a tax concentration while also taking classes in civil litigation and immigration.  In addition, he also became class president for the third year class, was a staff editor for the Hastings Constitutional Law Quarterly, and was a teaching assistant for Hastings LEOP program.
